While agencies scramble to spend, SEWP may help

The end-of-year spending spree is set to begin in about a month, as the federal government heads into the last quarter of fiscal 2018. And agencies still have tens of billions of dollars to spend on information technology products and services.

As it has in past years, much of that spending will go through the National Aeronautics and Space Administration’s Solutions for Enterprise-Wide Procurement (SEWP) V. Historical contract spending data shows that the vehicle has been heavily used at the end of the fiscal year and customers are likely to turn to it again as fiscal 2018 wraps up.

Bloomberg Government’s analysis shows about $30 billion to $35 billion in remaining IT contract obligations likely to be awarded by the end of September. IT contract obligations are on pace with those of fiscal 2017, but agencies have more money to spend this year.

IT spending on government-wide contracts tops $10 billion

Federal information technology spending on government-wide acquisition contracts, or GWACs, topped $10 billion for the first time in fiscal 2016, Bloomberg Government data show.

The government spent $10.9 billion on IT products and services using GWACs in the fiscal year that ended Sept. 30, up from $9.4 billion in fiscal 2015, and the fifth-straight annual gain.

GWACs remain the vehicle of choice for government buyers

GSA logoBusiness in governmentwide acquisition contracts is booming, with agency buyers turning to the large-scale vehicles for price breaks and convenience.

“The word has gotten out on the flexibility and ease of use of GWACs,” said Casey Kelley, acting director of the General Services Administration’s GWAC Program.

During a panel discussion at the Digital Government Institute’s 930gov conference on Aug. 24, Kelley said GSA’s Alliant contract has $3.5 billion in the pipeline for fiscal 2017. GWACs like Alliant, which is set to expire in 2019, typically see declines in their later years, he added.

Yes, there will be a federal spending spree this fall

Federal agencies typically squeeze much of their contract spending in at the end of the federal fiscal year, and that trend is expected to continue this fall, analysts and agency officials said Wednesday.

Federal BudgetSince 2009, agencies have spent an average of 32 percent of their annual contract dollars in the last three months of the fiscal year, which ends in September, Bloomberg Government analysts said at an event sponsored by the company. The event, called “The Race to the Finish,” was aimed at companies seeking to increase their government contracting opportunities.

Much of the late-stage spending is on large multiple-award contracts, especially for information technology purchases. For example, about half of the spending under NASA’s Solutions for Enterprise-wide Procurement vehicle — which is available to all federal agencies for purchasing IT products — occurs in the the fourth quarter.

120,652 IT products, worth $14.7 billion, bought through NASA’s SEWP contract

If you sell hardware, software and related IT commodities to the U.S. government, then you know all about Solutions for Enterprise-Wide Procurement, or SEWP, a multiple-award contract through which agencies buy more than $2 billion a year in tech goods and gear.

Since most SEWP purchases are through value-added resellers, it can be tricky to figure out what exactly agencies are buying. Unless you use BGOV.

Here’s a word cloud, generated at wordle.net using data compiled by BGOV, that takes summaries of 120,652 transactions totaling $14.7 billion on SEWP IV and condenses the information into one graphic that tells the contract’s story.

Small businesses gain ground in contracting — here’s why

At the end of the year, Federal News Radio’s “Off the Shelf” explored “What’s it like in the GWAC world?” Featuring Rob Coen, acting director of NIH’s GWAC program, and Joyce Woytek, NASA’s SEWP program manager, the interview covered the current and future state of GWACs.

As they shared the increased success of small businesses, three approaches stood out: more stringent requirements for vetting small businesses up front; inclusion of all five socio-economic categories in the contracts; and the use of on-ramps. At Deltek we are seeing – or expect to see – these approaches incorporated as part of several highly anticipated programs to be solicited this year.

Increased Vetting

Asked what’s driving the success of small business awards on his programs, Mr. Coen explained that spending more time upfront vetting small businesses – which must meet more stringent requirements – has resulted in increased comfort for government buyers. In turn, they have seen more high-dollar value/complex procurements for set-asides.

NASA awards SEWP V IT contracts

Forty-three companies have won a combined total of 56 awards under the Solutions for Enterprise Wide Procurement (SEWP) V contracts, NASA announced last week.

The awards are for Group A — value-added resellers and computer system manufacturers — and Group D — value-added resellers. The number of companies is almost double the 23 that held contracts in those groups in SEWP IV.

Of the 23 companies awarded contracts under SEWP IV, 15 were awarded SEWP V contracts under the same group. Four others under Groups B and C in SEWP IV were awarded Group A and/or D contracts under SEWP V.

Bids due Oct. 14th on NASA’s massive IT hardware buy

NASA has kicked off its fifth omnibus information technology procurement, issuing a request for proposals for contracts valued at between $5 and $10 billion open to use by all federal departments and agencies.

Like the previous four versions of the acquisition contract NASA has run since 1993, the Solutions for Enterprisewide Procurement — known as SEWP V — serves all federal agencies seeking desktops, laptops, servers, network gear and storage. To keep pace with technology, SEWP V will also serve as a vehicle to acquire cellphones, tablet computers, and voice over internet protocol phones.

SEWP IV, which was awarded in 2007, has 38 contract holders providing more than two million products from over 3,800 manufacturers.

Small businesses share in SEWP sales

The portion of sales going to small businesses in NASA’s Solutions for Enterprise-Wide Procurement (SEWP) IV reached 42 percent last year, an increase of 7 percent from the previous year, according to SEWP IV officials.  SEWP is a governmentwide acquisition contract (GWAC), providing advanced information technology products and related services at fixed prices.

“The SEWP program office has always promoted the use of small businesses,” said Joanne Woytek, NASA’s SEWP IV program manager. “Two of our four contract groups are forms of small business set-asides, which all agencies can utilize to help meet their small business goals.”
• 42 percent of SEWP IV spending goes through SEWP’s small businesses.
• 7.2 percent of SEWP IV spending goes through SEWP’s Service-Disabled Veteran-Owned Small Businesses (SDVOSB).
SEWP IV has 38 contract holders, including 21 small businesses. Of the 21 small businesses, six are 8(a) small, disadvantaged businesses and 10 are veteran-owned small businesses, including seven service-disabled veteran-owned small businesses (SDVOSBs).
SEWP IV has set-aside authority for small business task orders and SDVOSB task orders. Last year, SEWP IV sales going to SDVOSBs reached 7.2 percent, up from 6 percent the previous year.
SEWP IV’s pool of small businesses also includes woman-owned businesses, Alaska Native businesses, and businesses in historically underutilized business (HUB) zones. Agencies can hold competitions among all small businesses, but then give preference to these other sub-categories in addition to the 8(a) companies.
