GSA looks to help startups navigate big contracts

The General Services Administration has posted a guide to help new technology startups navigate the agency’s sprawling multiple awards schedule contracts.

The Multiple Award Schedule Roadmap, said the GSA’s MAS Program Management Office, is part of the agency’s response to feedback from emerging, small and start-up businesses that getting onto MAS contracts such as IT Schedule 70 can be complicated and time-consuming.

The effort, according to a Sept. 21 blog post, was rolled out under the agency’s “Making It Easier” initiative.

GSA launches phase two of ‘Making It Easier’

The General Services Agency launched the Making It Easier initiative in April to help government improve the way it buys good and services, and after a series of successful programs, the agency is ready for phase two.

making-it-easierLaunched on Oct. 24th, the next phase adds a slew of new efforts for both the contracting community and federal agencies. They include new quick-start guides designed to get prepare prospective contractors as they seek business across GSA’s many acquisition vehicles; a Multiple Award Schedule (MAS) Modification Improvement process designed to streamline changes in schedule solicitations; and restructured help desks that will give customers a single point of entry.

In addition, GSA planned to release a report describing the full scope of the “Making It Easier” initiative, its impact on stakeholders and prospects for fiscal 2017.

With new programs, GSA wants startups to sell to the government — will they work?

GSA logoDespite efforts to simplify the contracting process, it could be a while before startups flock to federal buyers and leave the commercial market behind, experts say.

This week, the General Services Administration, which handles buying for other federal agencies, unveiled new programs meant to expedite the process by which new companies are added to the pre-vetted list of IT suppliers known as Schedule 70.

One, called “FASt Lane,” cuts the time it takes to get onto the schedule from 110 to 45 days. Another, called the “Startup Springboard,” would let some startups bypass a 2-year experience requirement, which had precluded newer companies from securing approval.

Dubbed “Making It Easier,” these programs are part of a broader federal effort to entice technology startups into selling cutting-edge products to the government. In the past year, for instance, Defense Secretary Ash Carter has repeatedly asked startups, mostly in Silicon Valley, to consider working with the Pentagon.
