Don’t forget about the GSA Schedule program

With so much attention on a series of forthcoming GSA GWAC contracts, it might be easy for companies to forget about the old, reliable, GSA Schedule.  However, GSA’s Multiple Award Schedule program did record business last year.  Larry Allen is president of Allen Federal Business Partners.  He talked with Federal Drive with Tom Temin about why the schedule contracts might not be getting the attention they deserve right now.

GSA streamlines MAS program requirements for COVID-19 related vendors

To support GSA’s continued posture of supporting our country’s COVID-19 efforts, and in bolstering the American Rescue Plan, GSA has issued a letter to expand the availability of COVID-19 related products, services, and solutions under GSA’s multiple award schedule program by waiving certain vendor requirements.

GSA temporarily waives some MAS solicitation requirements

On 2/24/2021, GSA published a memorandum to temporarily waive the minimum corporate experience, relevant project experience, and annual financial statement requirements as prescribed by Multiple Award Schedule (“MAS”) solicitation provision SCP-FSS-001, Instructions Applicable to All Offerors, to facilitate America’s response to the Novel Coronavirus Disease 2019 (COVID-19).

Contractor to pay $2.2 million to settle False Claims Act allegations

Deputy United States Attorney Louis D. Lappen announced that SAP Public Services, Inc. has agreed to pay the United States more than $2.2 Million to resolve allegations that it violated the False Claims Act by failing to pay required fees on contracts it signed pursuant to agreements with the United States General Services Administration (GSA).

SAP Public Services is a subsidiary of SAP SE, a multinational software engineering and support company, and its U.S. subsidiary, SAP America, Inc., headquartered in Newtown Square, Pennsylvania.

In 1998 and 2009, GSA awarded SAP Public Services contracts under the Multiple Award Schedule (MAS) program.  The MAS program provides an efficient, streamlined process for federal, state, and local government buyers to purchase goods and services from commercial firms at discounted prices.  SAP Public Services sold software engineering and support to government customers under specified conditions.  SAP Public Services canceled these contracts in 2014.  Under the terms of their MAS contracts, SAP Public Services was required to pay an Industrial Funding Fee (IFF) to GSA.  This fee covers the cost of GSA’s administration of its contracting and purchasing programs, which save federal, state, and local government agencies the time and expense of awarding individual procurements and provide volume purchase prices, greater purchasing flexibility, and other benefits to those agencies.

GSA keeping ‘on track’ with schedule consolidation

The General Services Administration has begun the process of updating pre-existing contracts to meet the terms and conditions of its recently consolidated acquisition schedule.

GSA consolidated 24 schedules for finding and purchasing solutions into one Multiple Award Schedule (MAS) on Oct. 1 to modernize acquisition for federal, state and local agencies.

New contracts are placed on the consolidated schedule, while pre-existing contracts must be modified to be placed on the consolidated schedule — the second phase of the process known as Mass Modification.  Schedule holders have until July 31 to accept the Mass Mod that GSA started issuing Friday, or else their offerings will no longer be accessible on GSA’s eTools platform.

GSA’s big changes in 2020, Part 2

Category Management Comes to the GSA Federal Supply Schedule Program

Generally speaking, GSA’s restructuring can be labeled Category Management.  Over the last year, the GSA Category Management Leadership Council and the Office of Management and Budget developed a government-wide category structure to support category management implementation across the federal government.
