Former Army colonel pleads guilty to role in Fort Gordon fraud, kickback scheme

A former active-duty U.S. Army colonel has pled guilty to accepting bribes in return for helping steer military contracts to a business fraudulently claiming status as a small business.

Anthony R. Williams of Vienna, VA, pled guilty to Conspiracy to Commit Bribery and felony conflict of interest in U.S. District Court, said Bobby L. Christine, U.S. Attorney for the Southern District of Georgia.

Williams faces a sentence of up to five years in prison, and has agreed to forfeit more than $1.2 million in proceeds derived from the scheme.

According to court documents and evidence entered during court proceedings, Williams, while serving as a colonel in the U.S. Army, accepted bribes to steer federal procurement contracts to the CREC Group, a company owned by Calvin Devear Lawyer, a retired U.S. Army colonel. The CREC Group had received Small Business Administration (SBA) status as a small, disadvantaged business based on false representations from Lawyer and from Dwayne Oswald Fulton, then an employee of a defense contractor.

Lawyer previously pled guilty in the case and is serving a 60-month prison sentence, while co-conspirator, Anthony Roper, a former active duty U.S. Army colonel at Fort Gordon, also pled guilty and is serving a 60-month sentence.

The cases were investigated by the United States Army Criminal Investigations Division (CID), the Defense Criminal Investigative Service (DCIS), the Small Business Administration’s Office of Inspector General, and the United States Attorney’s Office.

Fort Gordon to hold ‘forecast forum’ Dec. 13th

If you are interested in learning about upcoming contract opportunities at Fort Gordon, you should consider attending the base’s year-end Forecast Forum on December 13, 2018.

Fort Gordon’s Mission and Installation Contracting Command (MICC) is inviting all businesses to hear their presentation on their anticipated forecasted opportunities for FY 2019 and FY 2020.

Additional presentations will be made by representatives of the Georgia District Office of the Small Business Administration (SBA), the Georgia Tech Procurement Assistance Center (GTPAC), and the General Services Administration (GSA).

On-site registration for the event begins at 8:00 am.  The event is scheduled to begin at 8:30 am and end at noon.

Location: Signal Theater – Building 21610 (next to the indoor swimming pool), Fort Gordon, GA 30905.

Important access information: If you have Military/DoD Civilian ID or CAC Card, you can gain access to Fort Gordon through any gate.  If you do not, you can gain access only through the Main Gate (Gate 1) by way of Dyess Parkway and Gordon Highway.  You will need to show auto registration, auto insurance, driver’s license and a second form of ID.  Please allow extra time for background check and vehicle inspection.  Do not speed or use cellular phones without a hands-free device while driving on Fort Gordon.  All vehicles must stop for pedestrians in crosswalks.

Federal contractor sentenced for removing and transmitting classified materials

Reality Winner was sentenced yesterday to five years and three months in prison for removing classified national defense material from a government facility and mailing it to a news outlet.

Winner was arrested by the FBI at her home in Augusta, Georgia on June 3, 2017.  The parties filed a plea agreement on June 21, in which Winner agreed to plead guilty to the one-count indictment charging her with unlawful retention and transmission of national defense information.  The parties agreed that a sentence of imprisonment for 63 months followed by a three-year term of supervised release is the appropriate disposition of the case.  The Court accepted the plea agreement at sentencing.

Winner was a contractor assigned to a unit of Fort Gordon in Georgia. She had been employed at the facility since on or about Feb. 13, 2017, and held a TOP SECRET//Sensitive Compartmented (SCI) clearance during that time.  Prior to that position, Winner had served in the U.S. Air Force from 2010-2016 and held a TOP SECRET//SCI security clearance.

  • Evidence presented at the change of plea hearing established that on or about May 9, 2017, Winner printed an intelligence report that was classified at the TOP SECRET//SCI level, and she removed it from the facility where she worked.  Information may be classified as TOP SECRET if its unauthorized disclosure can reasonably be expected to cause exceptionally grave damage to the national security of the United States.
  • Later on May 9, Winner unlawfully transmitted a hard copy of the intelligence report to an online news outlet. The intelligence report revealed the sources and methods used to acquire the information contained in the report, which, if disclosed, would be harmful to the United States and valuable to our adversaries.

Indeed, Winner, in an interview with the FBI on June 3, 2017, admitted knowing at the time she stole and transmitted the intelligence report that it contained information about intelligence sources and methods, which information she knew was valuable to adversaries of the United States.  Further, the information contained in the intelligence report had not been released to the public at the time Winner retained it and transmitted it to the online news outlet.  Winner, who had received training regarding the proper handling, marking, transportation, and storage of classified information, knew that she was not permitted to remove the intelligence report from the facility where she worked, retain it, or transmit it to the news outlet.

The investigation of this case was conducted by the FBI.

Contractor employee pleads guilty to espionage in connection with NSA data leak

U.S. Air Force veteran Reality Winner — the first person prosecuted by the Trump administration for leaking government information — pleaded guilty Tuesday to espionage for leaking a classified document detailing Russian efforts to hack into state election systems to an online news magazine.

“She pled guilty to willful retention and transmission of national defense information,” said Billie Jean Winner-Davis.

Winner’s lead defense attorney, Baker Donelson partner and former general counsel of the U.S. Department of Homeland Security Joe Whitley, said in a written statement after Winner’s plea, “She has taken this matter seriously, and has made a very difficult decision that will no doubt impact the rest of her life.”

“Obviously, her final sentencing is still pending, and she has a number of conditions and restrictions in her plea agreement that she is committed to honoring,” Whitley said. “However, Reality wishes to thank the numerous individuals and organizations who have supported her through this process.”

Winner, jailed without bond since her arrest more than a year ago at her Augusta, Georgia, home, pleaded guilty as part of a deal with federal prosecutors, who recommended a 63-month sentence followed by three years of supervised release, Winner-Davis said.

Fort Gordon schedules acquisition open house June 5th

U.S. Army Mission and Installation Contracting Command (MICC) Fort Gordon is inviting businesses to attend a “Forecast Forum” to learn about anticipated contracting opportunities for FY18 and FY19.

The event will be held Tuesday, June 5, 2018, from 9:00 am to 4:00 pm.

Sign-in for the event will begin at 8:00 am.  It will be conducted in Alexander Hall, Building 29805, Fort Gordon, GA 30905 (next to Signal Towers).

Additional presentations will be provided by representatives of the Georgia Tech Procurement Assistance Center, the General Services Administration, and FedBid.

Subcontractor outreach event to be held in Augusta May 9th for Georgia Cyber Innovation & Training Center

The Augusta Metro Chamber of Commerce is hosting an event on Tuesday, May 9, 2017, to encourage local, small, and disadvantaged business enterprises to participate in second-tier contracting opportunities associated with the construction of the Georgia Cyber Innovation and Training Center.

Project Overview

The Georgia Cyber Innovation and Training Center will be a state-owned multi-story facility designed to promote modernization in cybersecurity technology for private and public industries through unique education, training, research, and practical applications.  The construction of the center will include a 150,000 square-foot building and adjacent multi-level parking structure.  The estimated cost for both facility and parking structure is $62 million.  The center will enhance American cybersecurity in both the public and private sectors and serve as an incubator for start-up cybersecurity companies. It will also focus on research and development, tapping into the assets of Georgia’s research institutions.

The Georgia Cyber Innovation and Training Center will be a state-owned facility designed to promote modernization in cybersecurity technology for private and public industries through unique education, training, research, and practical applications. It will be housed in a 150,000-square-foot facility to be built near Fort Gordon in Augusta. Fort Gordon is home to the U.S. Army Cyber Command, the U.S. Army Cyber Center of Excellence, and the National Security Agency.

Work Available for Subcontracting

A partial list of scopes of work include, but is not limited to:  soil treatment; concrete (site work, building, landscaping & irrigation); masonry; cabinetry; waterproofing; caulking & sealants; roofing; doors; frames & hardware; drywall & acoustical; flooring; painting; access flooring; toilet partitions & accessories; fire extinguishers and cabinets; residential appliances; and window treatments. 

Construction Oversight

The Georgia Technology Authority (GTA) will oversee construction and operation of the training center. Groundbreaking for the Georgia Cyber Innovation and Training Center is scheduled for spring 2017, with the opening to follow in July 2018.

Impact of future Army Cyber Command headquarters in Augusta felt throughout year

army-cyber-commandThe Army is still several years away from moving its Cyber Command headquarters to Fort Gordon, but its impact has been felt throughout Augusta, Georgia in 2016.

Local institutions such as Augusta University and Aiken Technical College have expanded their curriculum since the Pentagon announced in 2013 plans to move the U.S. Army Cyber Command from Fort Meade, Md., to Fort Gordon. In a related area, AU signed an articulation agreement with NSA’s National Cryptologic School to give a pilot class of 25 military personnel at Augusta’s NSA intelligence-gathering facility the chance to earn bachelor’s degrees in one of four career tracks, such as political science and international relations.

University officials said the agreement strengthens the bond between the institution and the city’s burgeoning cyberdefense industry. But the growing cyber presence has shown itself beyond local educational institutions.

The investment group renovating Augusta’s historic Sibley Mill into a high-tech mixed-use development signed a deal with a Maryland-based institute to train future cybersecurity professionals there as early as next year.

Cape Augusta LLC, the company redeveloping the 136-year-old textile mill into a urban tech hub called Augusta Cyberworks, formed a joint venture with UMBC Training Centers LLC to educate up to 200 cyber professionals a year. Certificate program courses could begin in early 2017 – when Sibley’s phase one renovations are complete, Cape Augusta CEO James Ainslie said.

Fort Gordon to host industry day on May 20

The Southern Regional Contracting Office – Fort Gordon Cell (SRCO-FGC) will host an Industry Day event May 20, 2015 from 8:00 am to 12 noon in order to provide interested parties with a forecast of SRCO-FGC requirements for the upcoming fiscal year.

The event will consist of program overviews including areas of current focus and emphasis for the coming year.  Presentations will be made by guest speakers from MEDCOM Small Business office, Fort Gordon Contracting Offices, and the Georgia Tech Procurement Assistance Center.

The SRCO-FGC’s Industry Day specifically will focus on small business capabilities and opportunities, matching stakeholders with large and small business communities.  This event emphasizes business capabilities and promotes collaboration and integrates small businesses’ services, products, and technologies into the MEDCOM’s normal way of doing business.  SRCO-FGC’s Industry Day will provide a forum for contracting staff, government experts, small and large companies to ask questions, network and collaborate about forecasted opportunities in their respective areas of expertise.  The contracting forecast to be provided at this event is for planning purposes only and is not a commitment by the government to purchase the described products and services.

The Industry Day is a no-fee event.  Companies MUST pre-register to attend.
