Next NDAA might add more cyber provisions

The next defense authorization bill could have a slew of new cyber provisions aimed at streamlining the Defense Department’s collaboration with the rest of government.

The House Armed Services Committee’s Subcommittee on Emerging Threats and Capabilities released a markup of the 2019 National Defense Authorization Act on April 26 that includes a range of cyber provisions and recommendations focusing on expanding cyber forces, protecting critical infrastructure and consolidating cyber responsibilities.

Key provisions include:

  • Studying state cyber teams.
  • Protecting critical infrastructure with more hackathons.
  • Boosting breach notification requirements. 
  • Prioritizing tech needs at DOD installations.
  • Fully integrating DIUx’s Silicon Valley vibe into defense labs. 
  • Mapping cyber vulnerabilities in weapons systems. 
  • Cyber Command absorbing (some of) DISA’s responsibilities.

Army and Navy cyber command ready way ahead of schedule

U.S. Army Cyber Command announced November 2 that all 41 of its active duty Cyber Mission Force teams were validated as having achieved full operational capability in September 2017, more than a year ahead of schedule. The Army and Navy components of the military’s Cyber Mission Forces have reached full operational capability, the services announced Thursday, beating their 2018 deadline by roughly a year.

The Army and Navy announcement marks a major milestone for U.S. Cyber Command, which has grown since 2010 from a rough plan to build a military unit complementary to the largely civilian National Security Agency to what will soon be a full combatant command.

Together, the Army and Navy components comprise about 60 percent of the 6,200 cyber troops divided among 133 teams that will make up a fully operational U.S. Cyber Command next year.

Subcontractor outreach event to be held in Augusta May 9th for Georgia Cyber Innovation & Training Center

The Augusta Metro Chamber of Commerce is hosting an event on Tuesday, May 9, 2017, to encourage local, small, and disadvantaged business enterprises to participate in second-tier contracting opportunities associated with the construction of the Georgia Cyber Innovation and Training Center.

Project Overview

The Georgia Cyber Innovation and Training Center will be a state-owned multi-story facility designed to promote modernization in cybersecurity technology for private and public industries through unique education, training, research, and practical applications.  The construction of the center will include a 150,000 square-foot building and adjacent multi-level parking structure.  The estimated cost for both facility and parking structure is $62 million.  The center will enhance American cybersecurity in both the public and private sectors and serve as an incubator for start-up cybersecurity companies. It will also focus on research and development, tapping into the assets of Georgia’s research institutions.

The Georgia Cyber Innovation and Training Center will be a state-owned facility designed to promote modernization in cybersecurity technology for private and public industries through unique education, training, research, and practical applications. It will be housed in a 150,000-square-foot facility to be built near Fort Gordon in Augusta. Fort Gordon is home to the U.S. Army Cyber Command, the U.S. Army Cyber Center of Excellence, and the National Security Agency.

Work Available for Subcontracting

A partial list of scopes of work include, but is not limited to:  soil treatment; concrete (site work, building, landscaping & irrigation); masonry; cabinetry; waterproofing; caulking & sealants; roofing; doors; frames & hardware; drywall & acoustical; flooring; painting; access flooring; toilet partitions & accessories; fire extinguishers and cabinets; residential appliances; and window treatments. 

Construction Oversight

The Georgia Technology Authority (GTA) will oversee construction and operation of the training center. Groundbreaking for the Georgia Cyber Innovation and Training Center is scheduled for spring 2017, with the opening to follow in July 2018.

Impact of future Army Cyber Command headquarters in Augusta felt throughout year

army-cyber-commandThe Army is still several years away from moving its Cyber Command headquarters to Fort Gordon, but its impact has been felt throughout Augusta, Georgia in 2016.

Local institutions such as Augusta University and Aiken Technical College have expanded their curriculum since the Pentagon announced in 2013 plans to move the U.S. Army Cyber Command from Fort Meade, Md., to Fort Gordon. In a related area, AU signed an articulation agreement with NSA’s National Cryptologic School to give a pilot class of 25 military personnel at Augusta’s NSA intelligence-gathering facility the chance to earn bachelor’s degrees in one of four career tracks, such as political science and international relations.

University officials said the agreement strengthens the bond between the institution and the city’s burgeoning cyberdefense industry. But the growing cyber presence has shown itself beyond local educational institutions.

The investment group renovating Augusta’s historic Sibley Mill into a high-tech mixed-use development signed a deal with a Maryland-based institute to train future cybersecurity professionals there as early as next year.

Cape Augusta LLC, the company redeveloping the 136-year-old textile mill into a urban tech hub called Augusta Cyberworks, formed a joint venture with UMBC Training Centers LLC to educate up to 200 cyber professionals a year. Certificate program courses could begin in early 2017 – when Sibley’s phase one renovations are complete, Cape Augusta CEO James Ainslie said.
