Carrollton Counselor

AndrewSmithAndrew Smith
Program Manager, Statewide, and Procurement Counselor, Carrollton

Andrew Smith is the Program Manager of the Georgia Tech Procurement Assistance Center.  He also serves as the Procurement Counselor for GTPAC’s Carrollton office. Mr. Smith has seven years of experience advising and representing government contractors in federal and state procurement matters.  Before joining GTPAC, Mr. Smith worked as an Attorney Advisor for the District of Columbia Contract Appeals Board, and as an Associate in the Government Contracts Practice of Dickstein Shapiro LLP.  Mr. Smith also has seven years of experience working in the IT industry, as a Systems Administrator and Programmer for a small business in Mason City, Iowa.

Mr. Smith has represented clients in a wide range of government contract-related matters, including False Claims Act (FCA) cases in federal court, bid protests before the Government Accountability Office (GAO), and contract claims and appeals before the Armed Services Board of Contract Appeals (ASBCA).  Mr. Smith has also regularly advised clients on regulatory and compliance issues, including the rules and requirements outlined in the Federal Acquisition Regulation (FAR), and various small business regulations.  Mr. Smith holds a Bachelor of Science degree in Law Enforcement from Minnesota State University, Mankato and a Juris Doctorate from Drake University Law School.
