Nancy Cleveland

Nancy Cleveland is a government contracting counselor with the Georgia Tech Procurement Assistance Center. She has over 30 years of management and consulting experience with federal, state, and local governments. Nancy has hands-on experience in bidding and contracting as a project manager, and in assisting small businesses in plan development and government contracting. She also has 15 years of experience in the commercial and public transportation/transit industry. Ms. Cleveland holds a Bachelor of Arts degree in business administration from Clark-Atlanta University and a Master’s degree in business administration from the University Of New Haven, Connecticut.

Jennifer White
Counselor, Atlanta
Jennifer White is a Procurement Counselor with the Atlanta office of the Georgia Tech Procurement Assistance Center. She has over 13 years of procurement and government contracting-related experience in the education and public sector. This includes buying, contracting, and supplier management experience with the Georgia Department of Public Health, Georgia Department of Revenue, and Morehouse School of Medicine. Jennifer also served as the Administrative Services Manager of GA Vital Records while at the Georgia Department of Public Health.
Jennifer holds an MBA from Strayer University, with a concentration in finance, as well as a BA from Clark Atlanta University.

Susan Clarke
Counselor, Atlanta
Susan Clarke is a Procurement Counselor with the Atlanta office of the Georgia Tech Procurement Assistance Center. Susan has over 16 years of procurement and government contracting experience in higher education and the local government sector. This includes experience buying, sourcing, performing contract management, negotiations, and conducting supplier management. Prior to coming to GTPAC Susan worked for Georgia Gwinnett College and Gwinnett County’s Purchasing Division. While at Gwinnett County, Susan was the lead buyer for Gwinnett County Public Works, where she managed the pre-qualification and bidding process of the public works contracts for the county’s sewer lines, water mains, and watershed improvements projects. While at Georgia Gwinnett College she served as the purchasing card (P-card) administrator. Susan holds a BA from Georgia Gwinnett College and an AS in General Studies from Georgia Perimeter.

Andrew Smith
Program Manager, Atlanta HQ, and Procurement Counselor, Carrollton
Andrew Smith is the Program Manager of the Georgia Tech Procurement Assistance Center, headquartered in Atlanta. He also serves as the Procurement Counselor for GTPAC’s Carrollton office. Mr. Smith has thirteen years of experience advising government contractors in federal and state procurement matters. Before joining GTPAC, Mr. Smith worked as an Attorney-Advisor for the District of Columbia Contract Appeals Board, and as an Associate in the Government Contracts Practice of Dickstein Shapiro LLP. Mr. Smith also has seven years of experience working in the IT industry, as a Systems Administrator and Programmer for a small business in Mason City, Iowa.
Mr. Smith has represented clients in a wide range of government contract-related matters, including False Claims Act (FCA) cases in federal court, bid protests before the Government Accountability Office (GAO), and contract claims and appeals before the Armed Services Board of Contract Appeals (ASBCA). Mr. Smith has also regularly advised clients on regulatory and compliance issues, including the rules and requirements outlined in the Federal Acquisition Regulation (FAR), and various small business regulations. Mr. Smith holds a Bachelor of Science degree in Law Enforcement from Minnesota State University, Mankato, and a Juris Doctorate from Drake University Law School.
