Joe Beaulieu is the Georgia Tech Procurement Assistance Center’s program manager and has been a government contracting counselor with GTPAC since 2001. He has over 35 years of management and consulting experience with the federal government and 13 years of hand-on experience in federal acquisition and contracting as an aeronautical engineer, program manager, business consultant, contracting officer’s technical representative, and quality assurance manager.
A retired naval aviator, he has been formally schooled in total quality management, statistical process control, and aviation safety, and he holds the highest certification from the Association of Procurement Technical Assistance Centers. He has a bachelor of science degree from the United States Naval Academy and a master’s degree in systems management from the University of Southern California.
